Where do I verify a final expense insurance agent's license or file a complaint?
State Departments of Insurance (via NAIC directory)

Because life insurance is state-regulated, the person legally responsible for oversight of a final expense sale is the insurance commissioner in the state where the applicant lives. Every state and the District of Columbia maintains a Department of Insurance with a public licensee search and a consumer complaint intake.
Before signing an application, confirm two things through your state's Department of Insurance: (1) the agent holds an active resident or non-resident life insurance license in your state, and (2) the insurer whose policy you are being offered is licensed to do business in your state. If either is not true, do not proceed with the sale.
The NAIC's State Insurance Departments directory links to every state regulator. This is also where you go to file a complaint — regulators respond to complaints and can act against licensees who mislead consumers.
